How to apply for the VA automobile allowance on VA Form 21-4502 — the one-time payment toward buying a vehicle
The VA automobile allowance (38 USC 3902; 38 CFR 3.808) is a one-time payment of up to $27,908.90 (for vehicles bought on or after October 1, 2026) toward a car or other conveyance for a veteran or service member whose service-connected disability is loss or permanent loss of use of a hand or foot, permanent impairment of vision in both eyes meeting VA's standard, a severe burn injury with contractures that limit motion, or ALS. VA pays the seller, not the veteran, so approval comes before the purchase. Step-by-step
Step 1: Confirm you have a qualifying disability
Under 38 CFR 3.808 the disability must be service-connected (or, for a service member, incurred in service) and be one of: loss or permanent loss of use of one or both feet; loss or permanent loss of use of one or both hands; permanent impairment of vision of both eyes — central visual acuity of 20/200 or less in the better eye with corrective glasses, or more than 20/200 with a visual field contracted to 20 degrees or less in the better eye; a severe burn injury (deep partial-thickness or full-thickness burns causing contractures that limit motion of an extremity or the trunk and preclude effective operation of a vehicle); or amyotrophic lateral sclerosis. Ankylosis of a knee or hip qualifies for adaptive equipment but not for the allowance.
Step 2: Know the amount and the one-time rule
The allowance is up to $27,908.90 for vehicles bought on or after October 1, 2026 and is adjusted each October 1. It is paid once. A second allowance is possible only if you bought a vehicle with the allowance 30 or more years ago, or a natural disaster destroyed a vehicle bought with it. You pay any price above the allowance.
Step 3: Complete and submit VA Form 21-4502
Fill out the veteran's section of VA Form 21-4502 — your identifying information, the disability you are claiming the allowance for, and whether you also need adaptive equipment — and submit it with a copy of your rating decision to VA by mail at the address on the form, in person at a VA regional office, or through a free accredited representative. Do not buy the vehicle yet.

Step 4: VA's decision
VA reviews whether a rated disability meets 38 CFR 3.808 and sends a decision; if the record already documents the disability no exam is needed, otherwise VA may schedule one. VA does not publish a fixed decision time for this benefit. If VA denies the claim you can request a Higher-Level Review, file a Supplemental Claim with new evidence, or appeal to the Board within one year.
Step 5: Buy the vehicle and have the seller certified for payment
After approval, choose the vehicle and have the seller complete the dealer/seller certification on the form VA returns to you; VA pays the seller directly up to the allowance and you pay the balance. Keep the bill of sale. If you also need hand controls, a lift, ramps or other adaptive equipment, that is requested separately on VA Form 10-1394 through the Prosthetic and Sensory Aids Service at your VA medical center, with a prescription from a VA physician or a Certified Driver Rehabilitation Specialist, and can be approved for up to two vehicles in any four-year period.

Critical tips
- Approval first, purchase second: VA pays the seller and does not reimburse a vehicle you already bought.
- Loss of use of a hand or foot is a VA finding, not a percentage — check your rating decision for the words "loss of use" or a special monthly compensation award.
