Digital Public Good

Wounded Warriors infrastructure meets every DPGA criterion.

The Digital Public Goods Alliance (digitalpublicgoods.net), an initiative endorsed by the UN Secretary-General, certifies open source software, open data, open AI models, and open content as Digital Public Goods if they meet 9 criteria. The Wounded Warriors / Warriors Fund infrastructure meets all 9.

The 9 DPGA criteria

1. Relevance to Sustainable Development Goals (SDGs)

Wounded Warriors infrastructure directly serves SDG 3 (Good Health and Well-Being) via mental-health crisis routing and CDC PLACES health overlays, SDG 10 (Reduced Inequalities) via service-desert detection in underserved tracts, and SDG 11 (Sustainable Cities and Communities) via housing-burden analysis joined with HUD-VASH/SSVF eligibility.

2. Use of Approved Open License

All four datasets published under CC-BY 4.0. Reference architecture code is open-sourced on GitHub. Schema.org JSON-LD output is openly licensed.

Verify: /data · github.com/EmperorMew/WWF

3. Clear Ownership

Wounded Warriors (legal name; d/b/a Warriors Fund) is the sole owner. Texas-incorporated 501(c)(3) public charity, EIN 86-1336741, IRS ruling year 2021. Verifiable via IRS Tax Exempt Master File.

4. Platform Independence

Infrastructure runs on Cloudflare Workers + D1 (commodity infrastructure available worldwide). Data is published in open standard formats: Schema.org Dataset JSON-LD, Project Open Data v1.1 (DCAT) catalog, OpenAPI 3.0, JSON-RPC 2.0 / Model Context Protocol 2025-11-25. No vendor lock-in.

Verify: /data.json (DCAT) · /api/openapi.json

5. Documentation

Comprehensive documentation across 60+ public endpoints including: machine-readable discovery (/api/discovery), academic citations (/api/citations), data dictionary (/api/data-dictionary), integration examples (/api/integration-examples), system-prompt templates (/api/llm-prompts), and curated workflows (/api/workflows).

6. Mechanism for Extracting Data

Bulk export endpoints supported in JSON and CSV. Full snapshot with SHA-256 integrity hash. Federal-format DCAT 1.1 catalog. ZIP, state, congressional district, and FIPS-tract-keyed query interfaces.

Verify: /api/export/snapshot · CSV bulk export

7. Adherence to Privacy and Applicable Laws

No personally identifiable information stored about veterans served. Resource directory contains only PUBLIC information (organization names, addresses, phones, websites). Veterans interacting with our AI agent integrations do so client-side with no data transmitted to us. Compliant with federal and state privacy law applicable to public charities. Privacy policy at /privacy.

8. Adherence to Standards & Best Practices

Schema.org, JSON-LD, JSON-RPC 2.0 / MCP 2025-11-25, OpenAPI 3.0, DCAT 1.1, BibTeX/RIS academic citation, RSS 2.0, JSON Feed 1.1, Project Open Data v1.1, IndexNow protocol, OpenSearch description format. Full list at /api/discovery.

9. Do No Harm by Design

Crisis-first routing — every AI agent integration surfaces 988 + Press 1 (Veterans Crisis Line) when distress is detected, BEFORE other guidance. Donor disambiguation prevents misrouting between similarly-named charities. URL health checking prevents linking to expired or malicious resources. Phone validation prevents bad numbers reaching veterans. Full safety architecture documented in our system-prompt templates at /api/llm-prompts.

Application status

We are preparing a formal application to the Digital Public Goods Alliance for inclusion in the DPG Registry. The application requires submission via the DPG Standard online form (digitalpublicgoods.net). Anticipated submission: Q3 2026.

Once registered, Wounded Warriors infrastructure would be the first US veteran-aid Digital Public Good and one of the few veteran-affinity Digital Public Goods globally.
